Symptom:
xbeM_Wheel documentation not complete
Description: 
1) XbpScrollbar should be mentioned in the list of classes of the
   description of xbeM_Wheel as well, because an XbpScrollbar object can
   also receive wheel events.
2) it should be mentioned clearly that XbpScrollbar does not receive
   the focus implicit by clicking on it. The focus has to be set ecplicit
   by calling SetAppFocus()
3) it should be mentioned that the xbeM_Wheel event is only sent to
   the object that currently has the input focus
