Symptom:
NTXDBE: SET RELATION ignores the deleted flag
Description: 
The deleted flag of a record of a child database in a relation is ignored
or - in other words - SET DELETED ON has no effect to the child area in a
relation.
This leads to wrong results!
Solution: 
The primary problem is with the Index driver here the NTXDBE, thereofore
a workaround would be:

 1.) Use a FOR expression such as "!Deleted()" to filter out
     deleted rows in the child area.
 2.) Use a different index engine such as CDXDBE
